Federal State-Financed Institution "ARRIAH" Took Part in the Meeting of the Commission on Economic Issues under the CIS Economic Council

On September 23, 2020 I. A. Chvala, Deputy Director for research and monitoring of the Federal Centre for Animal Health (ARRIAH) subordinate to the Rosselkhoznadzor, took part in the meeting of the Commission on economic issues under the CIS Economic Council in Moscow, and presented a report On a draft set of joint measures to be taken by the CIS Member States for FMD prevention and control for the period until 2025, in accordance with the agenda. This issue was prepared and put on the agenda by the Intergovernmental Council for cooperation in the field of veterinary medicine together with the CIS Executive Committee in accordance with the Council Decision of October 11, 2019.

One of the important positive outcomes of the implementation the Set of joint measures for the period until 2020, indicating the need for its extension, was FMD prevention in a number of CIS Member States. Thus, no new FMD outbreaks were in the Republic of Azerbaijan, the republics of Belarus, Kazakhstan, Moldova, Tajikistan, and Uzbekistan during the implementation period of the Set of joint measures.

During the period 2019-2020, 56 countries officially reported FMD outbreaks. Tense epidemic situation is observed in Algeria, Libya, Morocco, South Africa, Iraq, Iran, Laos, Nepal, Pakistan, Turkey, etc. There is a risk of FMDV introduction and spread (including its exotic types) to new geographical regions, including those in the CIS Member States.

As a result of the implemented measures, the Republic of Kazakhstan and the Russian Federation are in the process of recognition of FMD-free zones with vaccination and FMD-free zones without vaccination or have already received relative statuses. The availability of these OIE statuses allows countries to carry out international trade in animals (cattle and small ruminants, pigs), livestock products, to gain access to new markets, and strengthen economic ties among the CIS Member States.

According to the OIE, in 2020, 102 countries out of 182 OIE Member States do not have an FMD-free status, and only 80 are officially recognized as FMD-free, of which 11 countries have only FMD-free zones.

Taking into account the above, the Council decided to support the proposal of the Federal State-Financed Institution "ARRIAH" to develop a draft Set of joint measures to be taken by the CIS Member States for FMD prevention and control for the period until 2025. The Commission on Economic Affairs under the CIS Economic Council approved the draft Set of joint measures to be taken by the CIS Member States for FMD prevention and control for the period until 2025 and proposed to submit this document to the CIS Economic Council for consideration.
